You ofcourse could plug the tv into a different outlet to test it. Then if it still doesn't come on your best bet would be to go to the toshiba site, find the power supply for your model and then call tech support about how to install it.
If it's anything like a computer power supply, it's very easy and instructions should come with one you order.
